Legal base of Ukrainian-Jordanian relations in educational field based on three bilateral agreements:
Agreement on Cooperation in the Field of Education and Science between the Ministry of Education and Science of Ukraine and the Ministry of Higher Education and Scientific Research of the Hashemite Kingdom of Jordan (signed on 23.04.2002, entered into force on the date of signature);
Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Cooperation in the Field of Health and Medical Science (signed on 22.06.2011, entered into force on the date of signature);
Agreement in the Field of Vocational Training between the Government of Hashemite Kingdom of Jordan and the Government of Ukraine (signed on 16.04.2012, entered into force on the date of signature).
Recent years Ukraine ranks one of the first places among Jordanian students, who graduated from foreign countries. They go to Ukraine due to low costs and high quality education provided by Ukrainian universities.
On February 16, 2016, the Higher Education Accreditation Commission of the Ministry of Higher Education and Scientific Research of Jordan adopted Decision No. 3/2016 about the limit of the number of Jordanian students (50 persons), who can study in one specialty at the same year in one foreign university. Moreover, the Ministry of Higher Education and Scientific Research of Jordan has set requirements for the level of knowledge required for entrance to higher education institutions (Results of the Tawjihi - General Secondary Education Certificate Examination). If the citizen of Jordan received less than 70 points (all specialties, except medical) - 80 points (for medical specialties) and study in a foreign university and receive a diploma of higher education, Jordanian authorities does not recognize this document. Also Jordanian students, who intend to study in a foreign university in the language of the host country, are required to provide a certificate the successful completion of the language courses of host country to the Ministry and then he/she receives permission to continue studying in the university.
Despite all these requirements, the number of Jordanian students, who wish to receive higher education in Ukraine in 2018, has increased. At the end of 2018, 538 citizens of Jordan went to Ukraine for studying, 474 students - in 2017, 402 students - in 2016.
In February 2014, the UkrainianStateCenter for International Education of the Ministry of Education and Science of Ukraine authorized the "Al-Majd for University Services est." company to be its representative in Jordan with the aim to promote the Ukrainian education system in the Kingdom and involve Jordanian students to get education in Ukrainian universities.
In June 2017 Kyiv National University of Construction and Architecture and International Association of Graduates of Higher Educational Institutions of Ukraine held the First International Forum of Foreign Graduators of Ukrainian universities. This event should facilitate cooperation with foreign graduators of higher educational institutions of Ukraine in order to attract their potential for developing inter-state relations. Two Jordanians, who graduated Kyiv National University of Construction and Architecture, participated in the Forum.
At the implementation of the Ukrainian-Jordanian agreement on cooperation in the field of education and science 18 Ukrainian students are studying in various specialties at Jordanian universities on a free and paid basis.
Ministry of Higher Education and Scientific Research of Jordan has refused to sign an agreement on the mutual recognition of education documents, degrees and academic titles. The Ministry proposes to continue the practice of updating the list of Ukrainian universities, the diplomas of which are recognized by the Jordan.
Due to hard works of the Embassy and organizing a visit to Ukraine for three members of the Higher Education Accreditation Commission of Jordan for negotiations with the leadership of national universities, the number of accredited Ukrainian universities increased to 21 in 2018.
It should be noted that the higher educational institution of Ukraine may apply application for accreditation to the Ministry of Higher Education and Scientific Research of Jordan through the web-site: www.mohe.gov.jo.
Foreign universities that rank first 500 positions in “Academic Ranking of World Universities”, “Times Higher Education World University Rankings” and “QS World University Rankings” are accredited automatically in the Kingdom.
With the aim to develop bilateral cooperation in this field Ukrainian Ambassador and Embassy organized exchange visits between leadership of Jordanian and Ukrainian universities. On April 7-9, 2018 representatives of UkrainianStateCenter for International Education of the Ministry of Education and Science of Ukraine and Head of Human Physiology department, Head of International Links department of Vinnitsya National Pirogov Memorial Medical University Mr. Mykhaylo Yoltukhivskyy took part in the International exhibition and conference for higher education for Middle East “TA’LEEM 2018”. During the event Ukrainian delegation met with Ambassador of Ukraine. They discussed the ways of increasing the number of Jordanian students, who are willing to get education in Ukrainian universities.
