 History of bilateral relations

The Hashemite Kingdom of Jordan recognized Ukraine’s independence on 28 December 1991. Diplomatic relations between the two countries were established on 19 April 1992 through the exchange of diplomatic notes.

In January 2002 the Ukrainian Consulate started its work in Amman. In February 2003 the Consulate was transformed into the Embassy of Ukraine in Jordan.

Since 1997 Jordan’s interests in Ukraine are represented by the Jordanian Ambassador with residence in the Russian Federation. In the same year an education and culture office of the Jordanian Embassy in Russia started its work in Kyiv. The Honorary Consulate of Jordan in Ukraine began operating in Kyiv in December 2000.

In the period of the existence of diplomatic relations between Ukraine and Jordan the two sides have exchanged over 50 bilateral visits, majority of which were official and working visits of Ukrainian delegations to Jordan.

A significant impulse for the development of the bilateral relations in various spheres was provided by the first official visit to Jordan of the Ukrainian President L.Kuchma in April 2002.

In May 2005 a delegation of the Cabinet of Ministers of Ukraine with First Vice Premier-Minister of Ukraine A.Kinakh as its head visited Jordan to participate in the World Economic Forum. The Ukrainian official met with the Prime Minister of Jordan, the Chief of the Royal Court, and the Minister of Industry and Trade.

The political dialogue is mostly conducted through the means of holding consultations between foreign ministries of the two countries. Since 1995 there were five visits to Jordan of Ukrainian delegations headed by Deputy Ministers of Foreign Affairs of Ukraine.

Contacts between the Ukrainian and Jordanian parliaments constitute an important part of the bilateral political cooperation. In March 2005 a delegation of the Verkhovna Rada of Ukraine was in Amman for participation in the international conference on the Christian-Muslim dialogue in the modern world. In December 2006 another delegation of Ukrainian People’s Deputies visited Jordan to take part in the first session of the international conference of participants of the UN anti-corruption convention.

In 2009 at the Verkhovna Rada of Ukraine a deputies group on interparliamentary relations with Jordan was created. On 7-14 November 2010 People’s Deputies T.Chornovil and Y.Karakay were in Jordan with a working visit. The Ukrainian MPs oversaw the parliamentary elections that were held on 9 November 2010, visited several polling stations, had meetings with members of electoral commissions in districts, voters and candidates.

On 22 June 2011, King of Jordan Abdullah II visited Ukraine with an official visit for the first time in the history of the Ukrainian-Jordanian relations. During the visit the two sides held negotiations under the chairmanship of President of Ukraine Viktor Yanukovych and King of Jordan Abdullah II, after which the following bilateral documents were signed: an agreement of military cooperation, an agreement on cooperation in the health sphere, an MOU on combatting money laundering and financing of terrorism, an MOU on political consultations, an MOU between the State Enterprise “Ukroboronprom” and the King Abullah II Design and Development Bureau.

In April 2012 President of Ukraine visited Jordan with an official visit. During the visit the two sides signed a number of bilateral documents and held talks on Ukraine-Jordan relations.

The 17th House of Representatives created a deputies cooperation group headed by the Deputy D.Daoud.

On November 3, 2013, President of Ukraine-Jordan Friendship Group A.al-Tarawneh was elected to the post of the Speaker of the House.

In 2013 Ukraine and Jordan significantly improved their bilateral cooperation.

In March 2014 Jordan, as a non-permanent member of the UN Security Council, voted in favour the United Nations General Assembly Resolution 68/262 "Territorial integrity of Ukraine".

In April 2014 during UN Security Council session the Jordan's Permanent Representative to the United Nations, HRH Prince Zeid bin Raad expressed his deep concern over the recent situation on the East of Ukraine and said the next: "What is happening there (in the east) will lead to the disintegration and separation of the country. Ukraine has the right and obligation to its citizens to preserve the territorial integrity, as well as to return the law supremacy in all parts of the country."

In 2015, Jordan supported Ukraine during the election of non-permanent members of the UN Security Council for 2016 – 2017.

In August 21, 2015 - according to the Decree of the President of Ukraine №492 / 2015 "On awarding state awards of Ukraine citizens of foreign countries" the Mayor of Amman Akel Aid Biltaji was awarded an Order "For Merit" Second class for significant contribution to strengthening the international authority of the Ukraine promotion of its historical heritage and modern achievements.

In 2017-2018 cooperation between inter-parliamentary friendship groups of Ukraine and Jordan was significantly activated through the exchanging visits of deputies of the two parliaments.

Recent years Ukraine and Jordan continue to activate bilateral relations and maintain cooperation within the framework of the international organizations.

December 28, 1991 – the Hashemite Kingdom of Jordan recognizes Ukraine’s independence.

April 19, 1992 – Ukraine and Jordan establish diplomatic relations.

1995 – Amman hosts bilateral political consultations on the level of deputy foreign ministers.

23-31 July 1995 – Ukrainian expert delegation headed by the Deputy Foreign Minister Kostyantyn Gryshchenko visited Amman. The visit was aimed at studying perspectives of political and trade cooperation. Representative of Economic interests of Ukrainian Government in Jordan O.Viktorov made significant contribution to organizing this historical visit.

1996 – Amman hosts bilateral political consultations on the level of deputy foreign ministers.

August 2001 – a working visit to Jordan of the Permanent Representative of President of Ukraine at the Verkhovna Rada of Ukraine R.Bezsmertny with the acting Charge d'affaires of Ukraine in Syira S.Pasko. The Ukrainian delegation held talks with the President of the Senate of Jordan Zaid Al-Rifai on means to develop interparliamentary cooperation between the two countries.

January 2002 – the Consulate of Ukraine starts working in Amman.

April 23-24, 2002 – an official visit of the President of Ukraine L.Kuchma to Jordan.

October 2002 – Minister of Education and Science of Ukraine V.Kremen visits Jordan with an official mission.

February 2003 – the Consulate of Ukraine is transformed into the Embassy of Ukraine in Jordan.

June 21-23, 2003 – an official Ukrainian delegation with the Vice Prime-minister of Ukraine V.Hayduk as its head visits Jordan with the goal of participation in the World Economic Forum in Amman.

October 12-13, 2003 – a working visit of the Ukrainian delegation of Ukrainian businessmen with the Ambassador-at-Large for Iraq A.Oliynyk as its head with the goal of participation in the Jordanian Economic Forum.

October 17-23, 2003 – a working visit to Jordan of the Permanent Representative of Ukraine to international organizations in Vienna, Ambassador of Ukraine to Austria V.Ogryzko.

December 1-3, 2003 – Ukrainian-Jordanian political consultations on the level of deputy foreign ministers take place in Amman.

December 11-18, 2003 – a working visit to Jordan of the Ukrainian businessmen delegation with the First Vice-President of the Ukrainian Chamber of Commerce and Industry V.Yanovsky as its head.

April 26-29, 2004 – a delegation of the Ministry of Defense of Ukraine participates in the SOFEX exhibition.

May 18-22, 2004 – a delegation of the State Commission on Securities and Stock Market participates in the annual conference of the International Organization of Securities Commissions in Jordan and hands over to the Jordanian side a draft of the memorandum of understanding between the respective Ukrainian and Jordanian bodies.

October 08-15, 2004 – a delegation of the State Department for Veterinary Medicine of the Ministry of Agricultural Policy of Ukraine participates in the international conference “Veterinary Medicine 2004 (Ukraine-Jordan)”.

October 10, 2004 – a working visit to Jordan of a delegation of the Ministry of Education and Science of Ukraine and the UkrainianStateCenter for International Education.

November 6-10, 2004 – Jordan hosts the second round of consultations on the draft of the Convention between the Government of Ukraine and the Government of the Hashemite Kingdom of Jordan for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and on Capital.

March 01-03, 2005 – a delegation of the Verkhovna Rada of Ukraine visits Jordan for the purpose of participating in the international conference on the Christian-Muslim dialogue in the modern world.

May 20-22, 2005 – a delegation of the Cabinet of Ministers of Ukraine with First Vice Premier-Minister of Ukraine A.Kinakh as its head visits Jordan to participate in the World Economic Forum and meet the members of the Jordanian government and the Minister of Foreign Affairs of Iraq.

May 25-28, 2005 – Minister of Culture of Jordan A.Khader visits Ukraine and holds negotiations with the Ukrainian counterpart O.Bilozir.

September 23-26, 2005 – a delegation of the Ministry of Transport and Communications of Ukraine visits Jordan to initial the agreement on maritime merchant shipping and two MOUs on mutual recognition of sailors’ diplomas.

November 29 – December 01, 2005 – an official visit of the delegation of the government of Jordan with the Minister of Industry and Trade Sh.Zu’bi as its head with the goal of participating in the first meeting of the Joint Ukrainian-Jordanian Commission on Trade and Economic Cooperation.

February 09-16, 2006 – an official visit to Jordan of the Minister of Culture and Tourism of Ukraine I.Likhovyi for the signature of the agreement on cooperation in the tourism sphere.

March 25-30, 2006 – a delegation of the State Company “Ukrspetsexport” takes part in the “SOFEX- 2006” exhibition.

March 27-29, 2006 – a delegation of the Ministry of Defense of Ukraine with the head of Main Intelligence Directorate O.Halaka as its chair participates in the “SOFEX-2006” exhibition and meets with the leadership of the Jordanian Armed Forces.

February 23-27, 2008 – a working visit to Jordan of the delegation of the Ministry of Emergency Situations of Ukraine and the Ministry of Foreign Affairs of Ukraine to escort the humanitarian aid from Ukraine to the Palestinian people.

March 23-26, 2008 – a working visit to Ukraine of the delegation of the Department of Military Intelligence of the Headquarters of the Jordanian Armed Forces.

19 April 2012 – Ukraine and Jordan celebrate the 20th Anniversary of establishing the diplomatic relations.

8-10 May 2012 – Delegation from Ukrainian Defense Ministry took part in SOFEX-2012 event.

September – October 2012 – First official visit of Jordanian parliamentary delegation. Head of the Delegation – Lower House Speaker A.Doughmi. Also 9 deputies – members of the parliamentary friendship group – were involved to the delegation.

September – October 2012 – First official visit of the Head of Lower Chamber of Jordanian Parliament to Ukraine

February 2013 – working visit of the Counselor of Ukrainian President I.Plushch to Amman.

May 2013 – Member of Ukrainian Parliament O.Feldman visited Amman.

June – July and August 2013 – Working visits of V.Schelkunov, President of International Trade Chamber, Chairman of the Civil Council at the Ministry of Foreign Affairs of Ukraine.

June 2014 - Working visit of Deputy of Ukraine (Political Party UDAR) Ya.Hinka to Jordan. During this visit he had negotiations with the Deputy of Lower House of the National Assembly of Jordan, Head of the Parliamentary Friendship Group “Jordan-Ukraine” Mr. Dirar Al Daoud.

January 25, 2016 - Secretary General of the Constitutional Court of the Hashemite Kingdom of Jordan Mustafa Al-Nawaiseh visited Ukraine. During this visit he met with his Ukrainian colleague for negotiations on cooperation between the judicial authorities of both countries.

May 2016 – Ukrainian delegation visited the Hashemite Kingdom of Jordan. The composition of the delegation: the Chairman of the National Agency of Ukraine on Civil Service K.O.Vaschenko, the First Deputy Minister of Justice of Ukraine N.I. Sevostyanova, the Deputy Minister of Justice – Head of Staff H.V.Onyschenko.

August 23-25, 2016 - An official visit of the Mayor of Amman Akel Aid Biltaji to Kyiv. During the visit the following meetings were held with: the Minister of Foreign Affairs of Ukraine P. Klimkin, the Head of KCSA V. Klitschko, the President of JSC "Ukragrokhimholding" S.F.Liskovskym, Management of the company "Antonov" and the company «UM-Air» (at the request of the Jordanian side). During the negotiations in the MFA Akel Aid Biltaji was awarded an Order "For Merit" Second class according to the Decree of the President of Ukraine of 21.08.2015 №492 / 2015. This order he received from the hands of the Minister P.Klimkin. A.A.Biltaji also asked the Minister to convey the personal greetings of King Abdullah II to the President of Ukraine Petro Poroshenko. The visit demonstrated the willingness of the Jordanian to an active dialogue. As a result of negotiations, proposals were made for arrangement for the visit of the mayor of Kiev ogranizatsii Klitschko in Amman, as well as the activation of the negotiation process for the purchase of aircrafts "AN-178".

September 18-21, 2016 - the Deputies of Ukraine V.Holub and O.Sotnyk visited Amman. They took part in the observation of the Parliamentary elections as part of PACE delegation.       

On May 2-3, 2018 – Member of Ukrainian Parliament, Deputy Head of the Parliamentary Group of the Verkhovna Rada of Ukraine on Inter-Parliamentary Relations with the Hashemite Kingdom of Jordan Mr. M.Liushniak took part in the Jordan International Economic Forum «Towards of Practical Implementation of the Jordan Economic Growth Plan». Also he held negotiations with members of Parliamentary friendship group with Ukraine in Jordanian parliament. One month before, in April 2018 delegation of Jordanian parliament headed by the Head of Parliamentary friendship group with Ukraine - Deputy of the House of Representatives of National Assembly of Jordan Mr. Mohammed Ataikeh visited Ukraine, where they held talks with Deputies of Ukraine.

On May 6-11, 2018 Ukrainian delegation headed by the Deputy Minister of Justice of Ukraine Serhiy Petyhov visited Jordan with the aim to agreed drafts of agreements between Ukraine and the Hashemite Kingdom of Jordan on mutual legal assistance in civil and commercial matters, on mutual legal assistance in criminal matters, on extradition of sentenced persons and on the transfer of convicted persons.

Also Deputy Minister of Justice of Ukraine S.Petyhov held negotiation with Government coordinator for human rights Basil Tarawneh, some heads of departments of Interior Ministry, Ministry of Justice, Ministry of Political and Parliament Affairs of Jordan.

Taking into consideration that about 1.5 million Ukrainians are currently internally displaced in Ukraine as a result of Russian aggression, S.Petyhov held a meeting with the Head of Syrian Refugees Directorate of the Jordanian Ministry of Interior Al-Kafaween for studying Jordanian experience in solving refugees’ issue, in particular regarding their placement, integration and employment. Also Deputy Minister of Justice of Ukraine held negotiation with UNHCR Representative in Jordan Stefano Severe with the aim to discuss international assistance in resolving the refugees’ issue. After meetings S.Petyhov visited Zaatari refugee camp for Syrian.

On May 7-11 2018 Ukrainian delegation headed by Minister of Finance O.Danyliuk paid an official visit to Jordan and took part in the European Bank for Reconstruction and Development Annual Meeting and Business Forum, which took place at the Dead Sea. The delegation consisted of First Deputy Minister of Economic Development and Trade of Ukraine M.Nefodov, Deputy Minister of Finance for European Integration Y.Butsa, Deputy Head of the National Bank of Ukraine R.Borysenko and others. Members of delegation held number meetings during EBRD meeting. Minister of Finance of Ukraine O.Danyliuk participated in Board of Governors' Plenary Session and held negotiation with Minister of Industry, Commerce and Supply of Jordan, co-chairman of the Joint Intergovernmental Jordanian-Ukrainian Commission for Trade and Economic Cooperation Y.Qudah and Minister of Finance of Jordan O.Malhas.

In May 2018 delegation of the State Self-Supporting Foreign Trade and Investment Firm “Ukrinmash” headed by the CEO Sergii Sliusarenko took part in the 12th Special Operations Forces Exhibition (SOFEX 2018). The participants of exhibition demonstrated and observed the actions and activities of the armed forces combating terrorism and defending country.

In May 2018 a team of the Ministry of Defense of Ukraine participated in the 10th Annual Warrior Competition. The event is held under the patronage of His Excellency the Chairman of the Joint Chiefs of Staff Lieutenant General Mahmoud Freihat and organized by King Abdullah II Special Operations Training Center.

Ukrainian team, which participated in the competition for the first time, took the sixth place among 40 teams from 25 countries.

On October 22-26, 2018 a second round of the negotiation between the delegations of Ukraine and Jordan was held in Kyiv. The sides agreed drafts of agreements between Ukraine and the Hashemite Kingdom of Jordan on mutual legal assistance in civil and commercial matters and on cooperation in the field of transfer of convicted persons. Ukrainian delegation was headed by Deputy Minister of Justice S.Petyhov. Jordanian delegation was headed by the Vice-Chairman of the Committee of International Relations of the Ministry of Justice of Jordan, Judge Ali Musaimi.

In February 2019 delegation from Ministry of Defense of Ukraine and the State Concern “UkrOboronProm” headed by the General Director of the Concern Mr. Pavlo Bukin visited Jordan with the aim to held a meeting with Jordanian officials and discussed development of bilateral cooperation in the military and technical fields.

In April 2019 the Cyclone team representing the Ministry of Justice of Ukraine participated in the 11th Annual Warrior Competition, which was held with the participation of the Chairman of the Joint Chiefs of Staff of the Armed Forces of the Kingdom, Lieutenant General Mahmoud Freihat.

On September 23-25, 2019, members of the Jordanian-Ukrainian friendship group of the House of Representatives of the Jordanian Parliament Dr. Al-Atayka, Dr. Rzuk and MP Mr. Haddad paid a visit to Ukraine to participate in the conference "International Ukrainian-Arab Energy Conference" (September 24, 2019 ), organized by the Association of Ukrainian and Arab Businessmen and Investors. During the visit, with the assistance of the Embassy, a meeting of deputies with the Director General of MENA region Department of the Ministry of Foreign Affairs of Ukraine Mrs. Shcherbatiuk was organized.

November 26-29, 2019 - visit to Ukraine of the Minister of Justice of Jordan Dr. B. At-Talguni and signing of four interstate agreements on mutual legal assistance in criminal cases, on mutual legal assistance in civil cases, on the transfer of convicted persons and on the extradition of offenders.
